Govt issues draft rules for Rashtriya Raksha University Act – education
The Center has issued a draft of rules for the Rashtriya Raksha University Law of 2020, which was enacted at the monsoon session of Parliament to establish a multidisciplinary university to provide education on surveillance, investigation and collaboration of various wings of the police, the criminal justice system and correctional administration. .
In accordance with an order from the Interior Ministry, suggestions and opinions from the general public are requested on the draft of the rules, which will be finalized after a month.
Rashtriya Raksha University in Gujarat will replace Raksha Shakti University. While Raksha Shakti University was a state university, Rashtriya Raksha University will be a central institute, the law states. The draft rules state that the vice chancellor will suggest a panel of no fewer than five names each for the office of president and members of the governing body, preferably within eight weeks prior to the likely date of the vacancy.
The central government may consider the panel suggested by the rector when selecting the members of the governing body.
The mandate of the non-ex officio members of the governing body shall be for a period of three years or until the moment they occupy the position by virtue of which they are appointed, whichever occurs first.
The mandate of the other non-ex officio members of the governing body will be for a period of three years. A nominated member of the governing body will be eligible for a new nomination for the next term.
The term of a member appointed to fill an eventual vacancy shall continue for the remainder of the term of the member in whose place he was appointed.
A member of the governing body shall cease to be a member if he resigns from his membership or has become physically or mentally incapable of acting as a member or is, or at any time has been, declared insolvent or has been convicted. of a crime that in the judgment of the central government involves moral depravity or accepts a full-time appointment at the university.
At present, there are only a few institutions in the country that provide the environment, infrastructure, and expertise to deliver police science and homeland security education to meet the demands of modern citizen-centric policing.
Therefore, the university will conduct research and impart knowledge in the police domain and allied areas to young people who aspire to join the police and security forces nationwide.
Rashtriya Raksha University is proposed to be a multidisciplinary university to create new knowledge through research and collaboration with different stakeholders and to help meet the need for a pool of trained professionals with specialized knowledge and new skill sets in various wings. of the police, the criminal justice system and correctional administration.
The university will have links with world-class universities in other countries, which will be based on needs, in order to exchange contemporary research, academic collaboration, course design, technical knowledge, and training and skills development.
The university will promote global standards and provide dynamic and high standards of learning and research; work environment dedicated to the advancement and dissemination of the highest quality education, research, training and scholarship in the police domain, including coastal policing, security, law enforcement, criminal justice , cyber security, cyber crime, artificial intelligence and related areas of security; and public safety.
